HB446 - Humane Tethering

Across Alabama, many dogs spend their lives confined to chains—exposed to extreme weather, isolation, and neglect. Prolonged tethering harms animals and increases the risk of behavioral issues and bite incidents. House Bill 446, introduced by Phillip Ensler, would establish humane standards for dog care and end the long-term chaining of dogs in Alabama.
